Pacific Outfitters murals will go ahead Added on: 2010-07-21 22:51:30
Ludicrous seemed to be the word of the night as the public in attendance at the Ukiah City Council meeting Wednesday night, overwhelmingly approved of the murals for Pacific Outfitters.

Council member Baldwin was concerned that approving these murals could lead to other business' putting up murals that displayed products such as washing machines or insurance sales people. "There is a tenure here that is hostile to Government. Is anyone picking up on that?" stated Baldwin. "We simply don't have the enforcement power to enforce the codes we currently have." Baldwin would like all product placement removed from murals.

Council member Thomas was reluctant to over rule the Planning Commission judgement, and said he didn't take a course in college to judge between art and advertising.
Council member Rodin quoted current City guidelines surrounding murals vs. signage and called examples from surrounding areas, "great" and encouraged public art and murals.

Corla Bushbauker of Redwood Valley would like to see the murals go forward and then channeling Glenn Beck, compared the Planning commission to Nazi Germany.
Laura Flog, an artist from Ukiah, appreciated the murals of San Francisco's Mission District and would like to see more murals in Ukiah.
Mendocino County Supervisor John McCowen, hoped the murals would brighten up the area and encouraged more murals.
Ann Kelly, Hudson Museum Founding Curator, stated that murals will change as the community changes, and it is important for artists to have an outlet for expression.
Scott Ostrum, owner of Pacific Outfitters, is hoping this decision will set a precedent and allow the City to institute a formal mural program.
Chris Ostrum, Pacific Outfitters, stated by boarding up their windows they are promoting public safety since they sell weapons and ammunition, and the proposed murals promote healthy happy lifestyles.

Council members Crane and Landis presented the motion to approve the planning commissions decision to allow Pacific Outfitters mural project with revisions, thus allowing Pacific Outfitters to move forward with the scenes painted on their building at 955 North State Street, depicting hunters, outdoor landscapes, kayaking and other images related to their business.
The vote was 5-0 approving the murals. The skins of the people in the murals will now be a more brown tone and 5 of the murals will feature local scenes of surrounding mountain sides and lakes.

Assault with Deadly Weapon, Evading arrest Added on: 2010-07-19 13:26:36

On 07-17-10 at 1550 hours the Mendocino County Sheriff's Office received a 911 call concerning the possible kidnapping of a female juvenile in the Covelo area. It was reported to MCSO that Joseph Mondragon appeared to be forcing a female juvenile, approximately 11 years of age, into his pickup near the intersection of Barnes Lane and Highway 162.
Approximately 10 minutes after receiving the 911 call, Round Valley Tribal Police located Mondragon and his vehicle near Shady Lane in Covelo. Tribal Police exited their patrol vehicle and attempted to get Mondragon to stop by standing in the roadway. Mondragon initially slowed his vehicle, but then quickly accelerated towards the Tribal Police Officer. The Tribal Officer narrowly missed being run over by Mondragon.
Tribal Police then initiated a vehicle pursuit of Mondragon. Mondragon traversed both Tribal and County roads in his attempt to evade. The Covelo Resident Deputy was called out from his residence and joined in the pursuit of Mondragon. The pursuit concluded in the area of Highway 162 and Hopper Lane after Mondragons pickup became stuck in a ditch.
Mondragon was then arrested for assault with a deadly weapon (by using his vehicle in a threatening manner towards the officer in the roadway) and evading arrest in a motor vehicle.
During the investigation of the possible kidnapping it was learned that the struggle initially reported between Mondragon and the female juvenile was not a kidnapping. The struggle occurred in Mondragons vehicle after his female juvenile passenger (11 YOA) observed him inhaling "Dust Off" while pulled over on the side of the road. The female juvenile grabbed the bottle of "Dust off" from Mondragon, which resulted in a struggle for possession.
Mondragon was transported to the Mendocino County Jail where he was booked without incident.
