Statistics
Arrests included: 12 for public intoxication, 11 warrant arrests, 8 for drug influence and/or possessing drug paraphernalia, 4 for resisting arrest, 3 for minor in possession of alcohol, 3 for shoplifting, 4 for fighting in public or challenging to fight, 2 for possession of methamphetamine, 2 for violation of probation or parole, and 1 each for; stalking, domestic violence, battery on school grounds, and contributing to the delinquency of a minor. Probation or parole holds were placed on 4 of these arrests.
Officers investigated 2 traffic accidents. Officers took reports of; 5 thefts, 5 found property, 4 missing persons, 3 animal bites, 2 rapes, 2 suicidal persons, and 1 each of; sales of marijuana, burglary, stolen vehicle, and robbery. Three vehicles were impounded for 30 days due to the drivers being unlicensed.
Officers assisted the Mendocino Major Crimes Task Force with a narcotics investigation, and the Santa Rosa Police Department with a kidnapping investigation.
Highlights for the Week
On August 27th at about 8:30 PM a Ukiah Police Officer was completing a traffic stop in the 700 block of South State Street, and was standing near his patrol vehicle preparing to enter, when a southbound vehicle passed within 12” of the officer and the patrol vehicle. The officer subsequently stopped the vehicle in the 1000 block of South State Street, and contacted the driver, identified as 43 year old Carlos Lopez Vallesteros, of Talmage. Vallesteros displayed symptoms of alcohol intoxication, and was found to be too intoxicated to drive. Vallesteros was also found to be on probation and prohibited from driving after having consumed alcohol. Vallesteros was arrested and booked into the County Jail for DUI and violation of probation.
On August 27th at about 8:35 PM Ukiah Police received a “Be On the LookOut” from the Santa Rosa Police Department, for a vehicle allegedly involved in a kidnapping. At about 9:30 PM a Ukiah Police Officer located the vehicle and stopped it in the 200 block of South State Street. Officers contacted the kidnap suspect, and learned he’d come to Ukiah from the Santa Rosa area with a woman, who was at a hotel in Ukiah. Officers contacted the woman in her hotel room, and observed minor injuries to her face. The woman stated she had been kidnapped, and Santa Rosa Police Officers responded to Ukiah and took over the investigation.
On August 28th at about 2:00 AM Ukiah Police observed a fight in the parking lot of the Perkins Street Grill, at 228 East Perkins Street. As officers approached, the involved subjects were separated by bystanders. A large group had gathered, and a male subject amongst the group was observed yelling and behaving antagonistic. The subject, identified as 24 year old Rocky John Stark, was found to be heavily intoxicated, and declined requests from the officers to stop yelling and to leave the area. As an officer was arresting Stark for public intoxication, 22 year old Jeffrey Lilburn Benjamin Harpe walked quickly up to the officers and demanded to know what was occurring with Stark. Harpe was also heavily intoxicated and declined requests to back away from the officers, then stood directly in front of an officer placing his chest within 4 inches of the officer’s and challenged the officer, saying, “what are you going to do about it?”. The officer told Harpe he was also under arrest, but Harpe pulled away from the officer then engaged in a struggle with a bouncer who was attempting to help the officer control Harpe. Harpe continued to physically resist despite repeated commands from the officer to stop, and was eventually taken into custody after being pepper sprayed.
Immediately following the arrest of Stark and Harpe, the officers observed two females and a male who appeared to be fighting on the opposite side of the parking lot. The two females refused commands to stop fighting, and continued exchanging punches and pulling hair. The officer used pepper spray on the subjects fighting, and the two females went to the ground but continued pulling each others’ hair and trying to punch one another. The officer was able to pull 23 year old Tayla Marie Meier apart from the other female, 27 year old Chelcy Renee Gibbs. As the officer was handcuffing Tayla Meier, 28 year old Dustin Benjamin Meier confronted the officer with a raised fist, and he was taken into custody. Dustin Meier was also heavily intoxicated, and he stated he had been trying to break up the fight between Tayla and Chelcy, and had not intended to strike the officer with his raised fist.
Rocky Stark and Dustin Meier were booked into the County Jail for public intoxication. Tayla Meier and Chelcy Gibbs were booked for fighting in public, and Jeffrey Harpe was booked for resisting arrest.
On August 28th at about 2:50 PM Ukiah Police stopped a vehicle being driven by 46 year old Antonio Lopez-Samano, in the 800 block of Waugh Lane. Lopez-Samano had his 13 year old daughter as a passenger, and was found to be too intoxicated to drive. Lopez-Samano was determined to be on probation and prohibited from driving after drinking alcohol. Lopez-Samano was arrested and booked into the County Jail for DUI, child endangerment, and violation of probation.
On August 29th at about 12:45 AM Ukiah Police responded to a fight behind the Forest Club, at 239 North State Street. Officers located two subjects fighting with each other in the intersection of Main and Standley Streets. The subjects responded to commands to stop fighting and began walking away from the officers. The combatants were identified as 37 year old Brice Noel Knight, and 28 year old Nickolas Wayne Adams, and were arrested and booked into the County Jail for fighting in public.
On August 29th at about 2:20 AM Ukiah Police observed a male and female arguing in the 300 block of North Main Street. Officer contacted the subjects, and learned 25 year old Ana M Molina Perez had bitten the 31 year old male victim, leaving a visible injury on his arm. Perez was found to have been drinking, and was arrested and booked into the County Jail for domestic violence.
On August 29th at about 5:45 PM Ukiah Police responded to the area of the railroad tracks near East Gobbi Street regarding a report that a male had struck a female in the face. Officers contacted the 49 year old female victim, who was heavily intoxicated, and she identified 22 year old Alberto Vicente Acosta as her attacker. Acosta was spotted walking on Gobbi Street, and fled when approached by officers, and refused commands to stop. Officers pursued Acosta on foot, and he was detained in a yard in the 100 block of Waugh Lane. Acosta resisted being taken into custody, and once handcuffed and placed into the patrol car, he began kicking the windows and threatened to spit on the officers. Acosta was further secured with a device preventing him from kicking, and booked into the County Jail for resisting arrest. The female victim refused to cooperate further with the investigation.
On August 31st at about 1:05 AM Ukiah Police stopped a vehicle in the 1600 block of South State Street. 32 year old Louie John Vigil and 28 year old Nicole Marie Humphrey were passengers in the vehicle, and found to be under the influence of methamphetamine and arrested. Vigil and Humphrey were both found to each possesses less than a gram of methamphetamine. Humphrey also possessed a methamphetamine smoking pipe, and a small amount of concentrated cannabis. Vigil and Humphrey were booked into the County Jail for drug influence and methamphetamine possession, and Humphrey additionally for possessing drug paraphernalia and concentrated cannabis.
On August 31st at about 2:20 AM Ukiah Police learned 26 year old Tasha Marie Ornelas had flagged down a passing California Highway Patrol Officer in the 700 block of North State Street. Ornelas claimed she was being followed by a man with a gun, and that this man was going to her residence to harm her children. At one point Ornelas told the officer the gunman was right behind the officer, although nobody was present. Officers went to Ornelas’ residence, and it is believed she does not have children. Ornelas displayed extreme paranoia and other symptoms of drug influence, and was arrested for being under the influence of a controlled substance. Ornelas was also found to be on probation, a term of which prohibited her from using drugs. Ornelas was booked into the County Jail for drug influence and probation violation.
On September 1st at about 11:30 AM a Ukiah Police Officer passed a vehicle being driven in the opposite direction on Beacon Lane. The officer observed numerous violations on the vehicle, and began turning around to stop the vehicle. The vehicle, being driven by 20 year old Larry James Wolfe, immediately accelerated and turned south on Dora Street. As the officer attempted to catch up to the vehicle, he was directed by numerous citizens that the vehicle had turned west on Tedford Avenue and was fleeing at a high rate of speed. The officer located the vehicle parked near Tedford and Laurel Avenues, and Wolfe and another male suspect were seen running from the vehicle and behind the Laws Avenue Clinic. The officer pursued the suspects on foot, and Wolfe was soon located and arrested by responding officers, behind a residence in the 1100 block of Canyon Drive. A Mendocino County Sheriff’s Deputy later located the passenger, 20 year old Jordan Gary Bright, hiding in a tree further up the hill, and arrested him for his outstanding arrest warrants. Wolfe was booked into the County Jail for fleeing in a vehicle, resisting arrest, and reckless driving. Bright was booked into the County Jail for his outstanding arrest warrants.
